NCAA: College athletes no longer need permission to transfer

The NCAA announced on rule change on Wednesday that allows for redshirted college football players to play in as many as four games during the course of a season without having to burn their redshirt year.

Football, men's basketball and ice hockey athletes still must sit out one year, per NCAA transfer rules.

"College athletes competing in Division I football can participate in up to four games in a season without using a season of competition, the Division I Council decided this week at its meeting in Indianapolis", the statement reads. As part of the rule change approved this week, tampering with a current student-athlete at another school is now a potential Level 2 violation which could bring penalties from the NCAA's Infractions Committee.

Previously, a football player who played in a game or fewer lost a year of eligibility but could appeal to get the year back because of injury or other reasons.

Mid-year enrollees will not be allowed to participate in bowl games but, other than that, there are no limitations on the four games redshirt players can participate in.

The benefits are many, Division I Council chairman Blake James said in an NCAA news release on Wednesday.

The new transfer rule goes into effect October 15.

With the rule change, schools can't prevent specific programs from contacting a transferring student-athlete.

The executive director of the American Football Coaches Association and former Louisiana-Monroe head coach had been pushing for almost two decades to change the NCAA's rules regarding redshirts. The Division I Board of Directors developed a series of principles to guide the Transfer Working group, which included that any rule changes should "support the academic success of student-athletes", and "be based on data and create the least restrictive environment possible for student-athletes". If he played in one more game, he would not have been eligible for a medical redshirt.

Under the old transfer model, student-athletes had to receive permission from their current schools to contact a different university before they were allowed to receive a scholarship offer.

Now, if a player plays up to four games before getting injured, the team can still redshirt him and not lose a year of eligibility.

Under the new system, a student can inform his or her current school of a desire to transfer, and then the school must enter that student's name into a national transfer database within two business days. "This will clean the process up and give more influence and flexibility to the student-athlete".
