Trump Administration To Stop Paying Some Obamacare Bills

In a surprise announcement last week, the administration said it had suspended $10.4 billion in "risk adjustment" funding that is supposed to be paid to insurers to help them provide coverage to particularly sick and costly enrollees. The move is yet another attempt to knock out one of the legs of Obamacare - creating a scenario where insurance companies have to accept all patients regardless of their health status, but will not be financially supported in doing so. The health plans are put into a pool of pay- not comprising tax dollars - and finances are given to insurers who at the end of the period incur cost on patients requiring a significant amount of spending. During his first year in office, Trump pressed the Republican-led Congress to repeal much of the 2010 law, one of President Barack Obama's signature domestic achievements. It is clear that the target is not the individual mandate-which in fact funnels millions of dollars from paying customers to the insurers' coffers-but the health care legislation itself.

Last month, President Trump announced the Department of Justice (DOJ) was supporting a lawsuit that challenges preexisting conditions protections under Obamacare. Pregnancy could be one of these.

A federal court ruling in New Mexico found the administration did not properly justify its formula for dispensing the funds.

"Given the continued attacks on healthcare, including federal rules allowing the resurgence of low-priced, junk health insurance plans, such as "association health plans" and "short-term plans", consumers looking for good, comprehensive coverage could be easily confused", Frederick Isasi, executive director of Families USA, a Democrat-leaning healthcare advocacy organization, told CNN. The administration is also pushing to broaden the definition of short-term insurance, which is also exempted from the ACA's rules.

The nonprofit consortium was the largest recipient of federal navigator funds in North Carolina previous year, handling more than $2.4 million to cover the expenses of 219 navigators across the state. Almost 9 in 10 people buying coverage on the ACA exchanges qualify for federal subsidies based on their incomes, and the amount those subsidies rose a year ago because of an increase in silver-plan premiums.
