South Korea may find it politically impossible to accept North Korea as a nuclear state after decades of animosity and occasional bloodshed, said Cheon Seong-whun, a presidential secretary during Seoul's previous conservative government.

The Koreas held a high-level meeting in North Korea's capital on Friday to discuss the implementation of agreements from a summit last month between North Korean leader Kim Jong Un and South Korean President Moon Jae-in.

Pompeo arrived in Tokyo on the first leg of a tour that will take him to Pyongyang for a fourth time as the contours of a possibly historic US-North Korea deal take shape.

He added: "It's a very nice day that promises a good future. for both countries".

Pompeo, who flew to South Korea after his two-hour meeting with Kim, provided few details about the discussion.

"Then we are also going to set up the next summit", said Pompeo.

"President Trump wants the second meeting, and I think he can nearly spin anything coming out of North Korea to make the second summit happen anyway", said Terry.

President Moon expressed hope that Pompeo's trip would serve as an opportunity to make "decisive progress" on achieving the goals of denuclearization of the Korean Peninsula and establishing a peace regime.

Pompeo has repeatedly declined to be drawn publicly on the shape of an eventual agreement. "As President Trump has said, there are many steps along the way and we took one of those today; it was another step forward".

A later message from the Blue House was vague.

This has left Seoul scrambling to keep alive a positive atmosphere for dialogue and lobbying for another meeting between Trump and Kim.

Pompeo said progress is being made in efforts to denuclearize the country as talks continue for another possible summit between Trump and Kim.

The United States is seeking complete, irreversible, and verifiable denuclearization.

While war remains have, indeed, been returned to the US, Pyongyang has focused on the first two points, while Washington works nearly exclusively toward the third point, denuclearization.

Pompeo came to Seoul as part of his trip to East Asian countries.

Then, he held talks with Kim Yong Chol that Kim Jong Un did not join. An earlier visit planned for August was cancelled at the last minute as talks stalled.

Instead, the top US diplomat has been tasked by his boss with preparing for a second summit with Kim Jong Un, which the North Koreans are pushing for, but that analysts warn will hurt USA goals. U.S. officials have thus far said the penalties will remain in place until the North's denuclearization is fully verified.

Trump has praised Kim as an ally and even noted the two 'fell in love'.

Pompeo is now on a swing through the region as he communicates with all key players on the North Korean denuclearization process.

That is not how Pyongyang sees things, nor is it the approach being advocated by Seoul.

The last trip to North Korea for the secretary of state, in July, did not go so well. Experts expect the receipt of such a list to be followed by related facility inspections; agreements on dismantlement protocols; and verification of dismantlement by worldwide inspectors.

Pompeo has repeatedly refused to discuss details of negotiations, including a U.S. position on North Korea's demand for a declared end to the Korean War and a proposal from Seoul for such a declaration to be accompanied by a shutdown of the North's main known nuclear facility.

Until recently, Pyongyang has appeared to be increasing its demands.

"None of these have addressed the core task on denuclearization, which is declaration, verification and timeline", said Victor Cha, the Korea chair at CSIS who was at one point Trump's leading candidate for US ambassador to South Korea.

Trump mentioned a second meeting while he was attending high-level meetings at the United Nations last month.

Some detail was offered in a rare speech at Columbia University in NY, on the sidelines of the UN General Assembly. He called these the prerequisites for progress on denuclearization.
