Climate change report draws call for action from United Nations rights expert

The report issued Monday by the UN Intergovernmental Panel on Climate Change says the planet will reach the crucial threshold of 1.5 degrees Celsius (2.7 degrees Fahrenheit) above pre-industrial levels by as early as 2030, precipitating the risk of extreme drought, wildfires, floods and food shortages for hundreds of millions of people. The report's authors say that 1.5 degrees is still financially and technologically feasible, but that it's up to governments and institutions to act. The inevitability of a rise of 1.5°C is obvious from the report's comparison of a 1.5°C increase with a 2°C increase: Shockingly, in the latter scenario, coral reefs would be nearly completely wiped out.

To have a chance of meeting the 1.5 degrees goal, climate-changing emissions would have to plunge 45 percent by 2030 compared to 2010 levels, the report said. However, if society fails to make these changes and we overshoot 1.5ºC, then there will be greater need to apply such techniques.
