Moscow wants United Nations resolution to preserve nuclear arms treaty

Gorbachev: Trump Ditching Nuclear Treaty With Russia Poses 'Dire Threat to Peace'

Russian Foreign Minister Sergei Lavrov said October 28 that Moscow has started preparing answers to the questions related to the INF treaty posed by USA officials.

Russian Foreign Minister Sergei Lavrov has said Moscow was drafting responses to a list of questions recently presented by the United States concerning a key Cold War-era arms control treaty.

The announcement that "Trump breaks the historic nuclear treaty with Moscow" - the Intermediate-Range Nuclear Forces Treaty (INF) - was no surprise.

A new arms race has begun - Gorbachev on Trump's INF pullout plan Former Soviet leader Mikhail Gorbachev has lashed out at American plans to withdraw from the crucial INF Treaty that he signed with Ronald Reagan 30 years ago.

European allies see the INF treaty as a pillar of arms control and, while accepting that Moscow is violating it by developing new weapons, they are concerned its collapse could lead to a new arms race with possibly a new generation of USA nuclear missiles stationed on the continent.

Mikhail Gorbachev has denounced the plan, warning of a new arms race that he believes will rise out of the USA nuclear stance. He urged Washington instead to try to expand the treaty, by bringing in China. Each is ever eager to develop, test, and deploy new weapons systems.

Moscow, for years, has ignored the accusations, before admitting that the missile system exists and demanding that Washington prove that the system violates the treaty.

Jamal Khashoggi's killing was 'extrajudicial execution': United Nations expert
Five intelligence chiefs have been sacked, including two who were part of the crown prince's inner circle. She has demanded punishment of everyone involved in his murder "from the highest to the lowest levels".

Does this mean a return to the nuclear arms race and does it increase the risk of conflict?

However, Mr Belousov underlined that Russian Federation was merely defending itself against increasing threats, and accused the U.S. of being the catalyst of aggression.

Moscow considers "preserving this agreement (to be) the sine qua non condition to continuing to advance the cause of reducing nuclear weapons", according to the diplomat, and called on all United Nations member states to consider the draft resolution. Trump said that most likely this meeting will take place. It applies to deployed and non-deployed ground-based missiles of intermediate range (1,000-5,000 kilometers) and shorter range (500-1,000 kilometers).

The US under the INF Treaty does have the right to withdraw from the agreement. Some US allies now fear Washington might deploy a new generation of them in Europe, with Russian Federation doing the same in its exclave of Kaliningrad, once again turning the continent into a potential nuclear battlefield.

Russia's deployment of intermediate-range ground-launched cruise missiles, and the prospect of undeclared Russian IRBMs-absent any U.S. response or similar capability-raises the prospect of increasingly unstable deterrence in a crisis and could encourage Russia to rattle nuclear sabres as part of a doctrine of pre-emptive de-escalation to force North Atlantic Treaty Organisation to back down on its Article V commitment.

"At that point I'm certain we'll have some kind of culminating point", Mattis said.
