Trump won't sign bill to avert partial shutdown

"When I begrudgingly signed the Omnibus Bill, I was promised the Wall and Border Security by leadership", Trump wrote on Twitter.

Just last week, at a televised meeting at the White House, Trump said he would be "proud" to shut the government down over the wall. The Senate is expected to take up the legislation as soon as today, and send it to the House for passage before the President can sign it into law, although the House is not expected to take it up until Thursday at the earliest.

The White House was instead putting its faith in a potential work-around, with Trump telling allies he'll be able to go around lawmakers by using the military to fund and carry out construction.

As lawmakers continue to try to figure out how to keep all of the government open, the president is promising to build a border wall with Mexico "one way or the other". "U.S.A. WINS!" Trump tweeted this morning.

On Nov. 28, Trump told Politico that he was "firm" on getting $5 billion from Congress for the border wall, and that he would be willing to shut down the government over this issue.

Conservative commentator Ann Coulter published a column that called Trump "gutless" and said in a radio interview that she won't vote for Trump in 2020 if he doesn't deliver on the wall.

Top Democrats hit back on that assessment, including Senate Minority Leader Chuck Schumer, (D-NY) who criticized the move Wednesday morning on the Senate floor.

But the conservatives see the bill as their last, best chance for years to get significant funding for the wall, because Democrats will run the House after January 3.

The challenge for him will only get more hard in January once Democrats formally regain control of the lower chamber of Congress. Even though the country faces a much smaller shutdown than the last major one, in 2013, plenty of Americans would take notice.

Meadows said Trump's political base "will just go crazy" if he signs a stopgap bill without the wall money.

The six-week deal would temporarily break an impasse over spending and border security, as Democrats and Republicans continue to clash over immigration. Jordan will be at the White House.

In a series of tweets Thursday, Trump signaled that he would fight for the border wall funds to be included in the spending bill, calling a meeting with House Republicans. No $5B for southern wall but $10.6B to others.

Sanders said Tuesday that the administration had identified "a number of different funding sources" that can be used "that would be given through congressional appropriations that would help us get to that $5 billion that the president needs in order to protect our border".

"If Congress can't give the President border wall funding now with Republicans in charge we certainly don't stand a chance with (House Democratic Leader Nancy) Pelosi and the Dems taking over the House next year", the official said.

"We need disaster relief and we need to secure our border". We'll support him. The time to act is now.

Congress faces a Friday deadline to fund a portion of the government or risk a partial shutdown.

It was unclear how many House members might return for votes. Ryan had promised a "big fight" after the midterm elections, but as Republicans lost House control, negotiations over the year-end spending bill have largely been between Trump and Democrats. "However, Congress has provided options under Title 10 U.S. Code that could permit the Department of Defense to fund border barrier projects, such as in support of counter drug operations or national emergencies".
