Japan to withdraw from IWC

"We are disappointed [Japan] is leaving the Commission with an intention to resume commercial whaling within Japan's own exclusive economic zone", Mr Peters said in a statement.

There has been a moratorium on commercial whaling since 1986, but IWC-sponsored scientific activity in the Antarctic Ocean has been criticized as commercial whaling in disguise.

The resumption of commercial whaling is an unusual decision for Japan, which stresses multilateralism in its diplomacy, and it sparked swift criticism from environmental groups and others who believe all whales should be protected.

Activist groups slammed Tokyo's decision, with Humane Society International saying Japan would become "a pirate whaling nation killing these ocean leviathans completely outside the bounds of international law".

Greenpeace Japan Executive Director Sam Annesley accused Japan's government of "trying to sneak in this announcement at the end of year" to avoid global scrutiny.

In September, Tokyo sought to convince the IWC to allow it to resume commercial whaling, arguing that stocks of certain species were now sufficient to support renewed hunting.

The decision was made at a cabinet meeting on Tuesday after the government decided it would be hard to resume commercial whaling while a member of the worldwide body.

Two countries including Canada and Iceland have withdrawn from the worldwide bod, with the latter re-joining in 2003 after leaving in 1992.

If Japan leaves the IWC, it can not continue its research whaling programme in the Antarctic Ocean.

In a notable shift, Japan also said it will no longer conduct controversial hunts in the Antarctic Ocean - where its fleet of whaling ships have killed 333 whales in each of the past two years, under the justification of performing whale research.

In 2014, Japan cut back on whale hunting after the International Court of Justice ruled against its Antarctic whale hunting program.

Commercial whaling was banned by the IWC in 1986 after some species were driven nearly to extinction.

Leaving the IWC means Japanese whalers will be able to resume hunting in Japanese coastal waters of minke and other whales now protected by the IWC.

The country will resume commercial whaling in its territorial waters this summer for the first time in more than 30 years. It's a fraction of the country's whale meat supply of about 200,000 tons before the IWC moratorium. Fisheries officials say that whale meat is more popular with older segments of the Japanese population than among the young.

But the bid failed, with strong opposition from anti-whaling nations - led by Australia, the European Union and the United States.

Kazutaka Sangen, mayor of Taiji, a central Japanese town known for dolphin hunts, welcomed the decision and vowed to stick with scientific way of stock management so that Japan's position on whaling can gain understanding from the worldwide community.

Suga said Japan will notify the IWC of its decision by December 31 and remains committed to worldwide co-operation on proper management of marine living resources even after its IWC withdrawal.
